Practice Restrictions


Dr. Ruben Manz

Effective March 1, 2026, the practice of Dr. Ruben Manz shall be restricted, as follows for a period of 12 months:

i. Dr. Manz is prohibited from examining or treating any female person 10 years of age or older, except in the presence of an adult female observer approved in advance in writing by the CAS.

ii. Dr. Manz shall, before examining or treating any female person of 10 or more years in age, obtain the consent in writing of such patient to the presence of the adult female observer.

iii. in each appointment with a female patient aged 10 or older, Dr. Manz shall record in the patient file the name of the individual approved by the CAS who attended and observed the appointment.

iv. Every two months from the date of this order, each approved observer who is employed or practices at a clinic where Dr. Manz practices will submit to the CAS a duly sworn statutory declaration.

v. Dr. Manz shall post a sign at the front desk used by patients to report for an appointment, advising patients of the restrictions on his practice, at every clinic where Dr. Manz practices.

June 24, 2026

PROFESSIONAL MISCONDUCT

MEMBER:  Dr. James McKee

By an Agreed Statement of Facts and Guilty Plea dated March 13, 2026, Dr. McKee admitted to (1) failing to adequately keep patient records as required by the Chiropractic Regulatory Bylaws, and (2) failing to follow the recommendations of the Quality Assurance Committee to change his record keeping practices.

Following a Discipline Hearing on May 12, 2026, and a Penalty Meeting on June 24, 2026, the Board of the Chiropractors’ Association of Saskatchewan made the following Order:

  1. Dr. McKee shall pay a fine in the amount of $3,000.00 for count #1 and $3,000.00 for count #2 for a total of $6,000.00;
  2. the fine shall be paid in six (6) monthly installments of $1,000.00 with the first monthly installment to be paid within 30 days of this Decision and the ensuing monthly installments within 30 days from the prior installment;
  3. in the event Dr. McKee fails to make any installment payment, Dr. McKee shall be suspended and his license to practice shall be revoked until the outstanding installment payment is made.

PROFESSIONAL MISCONDUCT

MEMBER:  Dr. Ruben Manz

Following a Hearing pursuant to Section 36 of The Chiropractic Act, 1994, regarding the criminal conviction of Dr. Ruben Manz on one count of sexual assault, the Board of the Chiropractors’ Association of Saskatchewan has made the following order:

  1. Dr. Ruben Manz shall receive a written reprimand from the Chiropractors’ Association of Saskatchewan (the CAS”).
  2. Dr. Ruben Manz is suspended for three (3) months, to take effect December 1, 2025. The practice restrictions set out in the Agreement between the Investigation Committee and the Respondent dated June 9, 2021, are to remain in place until then.
  3. Following his three (3) month suspension, the practice of Dr. Ruben Manz shall be restricted, as follows for a period of 12 months:
    1. Dr. Manz is prohibited from examining or treating any female person 10 years of age or older, except in the presence of an adult female observer approved in advance in writing by the CAS.
    2. Dr. Manz shall, before examining or treating any female person of 10 or more years in age, obtain the consent in writing of such patient to the presence of the adult female observer;
    3. in each appointment with a female patient aged 10 or older, Dr. Manz shall record in the patient file the name of the individual approved by the CAS who attended and observed the appointment;
    4. Every two months from the date of this order, each approved observer who is employed or practices at a clinic where Dr. Manz practices will submit to the CAS a duly sworn statutory declaration in the form attached as Schedule “A”.
    5. Dr. Manz shall post a sign at the front desk used by patients to report for an appointment, advising patients of the restrictions on his practice, at every clinic where Dr. Manz practices in the form attached as Schedule “B”.
  4. Dr. Ruben Manz shall pay costs in the amount of $5,000.00, to be paid within 12 months of the date of this Order.  If the costs order is not paid within 12 months from the date of the Order, Dr. Manz’s registration in the CAS shall be cancelled, his licence revoked, and his name struck from the register.
  5. The Board’s decision shall be posted in the Discipline section on the CAS website.
  6. A copy of the Decision of the Board dated November 10, 2025, and this Order shall be provided to S.G. by the Registrar of the CAS.
